"the washington post" reports police are increasingly use state photo databases designed to prevent fraud for accomplices and incident bystanders in criminal investigations. the only legal requirement is for searches to be conducted. the post reports these type of searches blur the boundaries between criminal and noncriminal databases. and it depends on where you live, 26 states have the technology and allow the search, 11 states in the capital also have but generally don't allow the search. 13 states don't have the

technology at all. a demographic death spiral is how one top gop senator describes the republican party. lindsey graham helped write the bipartisan immigration bill. he said passing that reform is the only way for the white house to reclaim the white house in 2016. >> only way we can get back in good graces with the hispanic community if my view the apprehensive immigration reform bill. if you don't do that, it doesn't matter who will run in my view. >> marco rubio said the bill is about 95% ready to go but still needs improvement as far as the border security plan. >> vast majority of conservative republicans are prepared to support immigration reform, but only if we can ensure that we're not going to have another wave of illegal immigration in the future. the senate last week voted to begin formal debate on the proposal in that part it would give an estimated 11 million undocumented residents in the u.s. a pass way.

the black forest fire is now 65% contained. a far cry from nearly zero percent late last week. firefighters worked sunday to put out hot spots aided by the rain. the concern at this point, the possibility of wind spreading the remaining flames to dry grass and trees. it kills two people, destroyed nearly 500 homes and forced 38,000 people to evacuate. crews hope to have it fully under control by thursday. an historic 113th u.s. open golf tornado to tell you about, on the 10th hole, phil mickelson hit from 76 yards out in the rough and sank an eagle two on his birthday but he finished second after extending his u.s. open to sixth. justin rose made clutch shots for a two-shot victory. the first glaenglishman in 15 years. the tee shot landed on the hill.

as we mentioned earlier in the show, the weather did help. it was much cooler, and we did get some rain in the region. and today there will be about a 20% chance of showers and storms throughout. the temperatures will be in the upper 70s to low 80s. that's much more comfortable for the firefighters on the fire lines instead of that 90 to 100-degree heat yesterday. the fires that were in colorado spread to kansas and oklahoma. with winds and power out there, tree limbs, be careful as you head out the door. some of those winds should continue through dallas area and little rock as we go throughout the morning. so we'll watch that four. also in the southeast, numerous scattered storms, even all the way back up to the carolinas, possibly d.c. notice the weather map. it's pretty warm everywhere. that's a look at your national forecast, now here's a look outside your window. salt lake city has had a hot june. temperatures about 91 and sunny.

in belfast. he's giving a speech to northern ireland students to talk about sort of the progress or frankly what has been very slow progress for northern ireland's economy here in the last decade ever since the peace process between ireland and northern ireland. it just -- the country, the province has gotten off to a slow start. but then after he does that speech that's directed at locals, it's beginning the g-8 summit. and the issues here are going to be interesting when it comes to syria. you ses leshlly have the old g-7, and russia was added a few years ago. president pieten is on the side of bashar al assad. he's been helping bashar al assad with arms shipments and he's been quite critical of what the west has done with opposition. in fact yesterday, putin had a one-on-one with british prime minister david cameron.

trial where zimmerman is facing second degree murder charges in the death of trayvon martin. zimmerman has pleaded not guilty citing self-defense. a former top irs official admitted early involvement with as many as 30 applications for tax exempt status. some of those requests went more than a year without action. however, the past provided no evidence that senior evidence officials ordered agents to target certain groups. and the chinese dissident who fled to beijing last year said new york university is kicking him out. chang said he's being forced out over concerns that his activism is harming the university's relationship with china. jay-z is teaming one with samsung. in a deal that will giveaway 1 million copies of his 12th and latest album "magna carta holy grail." the millionaire mogul announced it during a three-minute
